It's something with how they did the shaders in this game. The Sonic '06 model rips from tMR are no exception to this, and some of them have actual color data while the rest don't for whatever reason.
@BlueBlur64: No, because Silver's and Mephiles's textures don't look anything like these.
Took me a bit to realize it, but these aren't Sonic's textures at all! They're Silver's and Mephiles' put into one sheet.
What's with the palette?
