i'm pretty sure that was likely intentional, they probably only added normal and other maps to move on from the flat 2d style of surfaces
heres the thing: If you look inside of the content/texture folders of the 2007-2012 clients you will not find any normal map texture for studs. Only diffuse.

i agree with luzid, to me it seems like they did this so that if you were on low graphics the studs weren't completely flat and look well even without a normal map

because normal wasn't a thing to my knowledge. at least not in like 2009-2012
Btw 4 studs is 128x128 bits tall so if you open a editor with 128x128 screen wide you'll get the the 4 perfect studs
