why did mojang stretch the powered snow overlay like that

What I think you are referring to are just the many old textures they have, that's why they are there (along with a lot of ores and raw minerals). The textures that are used in game are in their proper sections on the left side.
But candles and light bulbs are used and you can get them with commands
