also probably the cause of the pallete must be that the software the ripper used was wrong

I took a look at the raw BMPs.
They're using the Doom palette.
That's not the palette that Quake 1 uses.

hm, might be a problem with the color mixing. No idea how the person who ripped these textures did it, but from my experience using tools such as TexMod, the textures come out with their Red and Blue Values scewed.
Shoulden't be too difficult beyond opening the images in GIMP and then Colors>Components>Channel Mixer and then just play around with the settings.

the palette on these is off. water looks more blue than it should, some of the blue brick textures look gray, the musty pink color on the slipgate textures looks more brown than it should, the red-orange color of most of the doors looks more tan-brown, and much more.
