i think the clown car in this sheet is the texture at the start of the water level, where the Clown Car can be seen on the ground, not the sprite Bowser actually rides in (notice it lacks pieces to layer over/behind Bowser to make him appear in it)
I don't think the clown car should be on this sheet. It should instead be with the Bowser Sheet on TSR
